Victoria Moura

Victoria Moura is a Policy and Communications Associate at J-PAL North America, where she supports the communications team, Health Care Delivery Initiative, and State and Local Initiatives with developing and disseminating randomized evaluations.

Before joining J-PAL North America in 2024, she worked on topics of urban development, democratization, and transparency in Latin America. She completed a master’s degree in development studies at the Geneva Graduate Institute in Switzerland, focusing on human rights, inequality, and public policy. Victoria also has a BA from Wellesley College in international relations with economics. She is fluent in both Spanish and Portuguese.
