Endline Survey for Evaluating the Impact of Training for In-Home Supportive Services (IHSS) Workers

This project will administer an endline survey for an ongoing randomized evaluation with an estimated sample size of 2,400 participants. We are collaborating with the Center for Caregiver Advancement (CCA) to evaluate the impact of training for home care providers in the In-Home Supportive Services (IHSS) program (a consumer-directed home care program for low-income elderly and disabled clients in California) on health and health care outcomes for care consumers and employment outcomes for home care providers. The goal of the research is to understand whether high-quality training for home health workers can simultaneously improve the quality of care and strengthen jobs for home health care workers. Our current study will measure the impacts of training on both IHSS consumers and providers using administrative data from California agencies. The additional survey will allow us to evaluate the program’s theory of change, measure important subjective outcomes, and provide additional insight into workers’ career trajectories not captured in administrative data. The survey will increase the ability of the study to be informative for policy and decision-making whether or not the evaluation returns positive or null results on our primary outcomes.
