The Demand For Digital Identification Amongst Small Enterprise Owners In Uganda

This project investigates how digital identification can help micro, small, and medium enterprises (MSMEs) in Uganda formalize their operations and expand access to business opportunities. In collaboration with the National Information Technology Authority (NITA), researchers evaluate UGPass, a government digital ID that enables secure verification and digital contract signing for entrepreneurs. Using a randomized evaluation with 2,500 MSME owners in Kampala, the study measures willingness to pay for UGPass and tests whether sign-up support or information on contracting benefits increases adoption. It also explores gender differences, particularly among women entrepreneurs. Insights will guide Uganda’s national rollout of UGPass and advance understanding of how digital IDs can foster private sector growth and inclusion.
