IV Meeting of the Peruvian Network of Monitoring and Evaluation “Monitoring and evaluation for the achievement of results in public policy”
On December 3 and 4 2015, IPA Peru, J-PAL LAC, the Ministry of Women and Vulnerable (MIMP) and the Peruvian Network of Monitoring and Evaluation (REDPERUME) co-organized the IV Meeting of the Peruvian Network of Monitoring and Evaluation “Monitoring and evaluation for the achievement of results in public policy” in Lima, Peru.
The event brought together public sector monitoring and evaluation practitioners along with other experts in the matter from academia, civil society and international organizations in order to discuss their experiences, and the future challenges in the realm of monitoring and evaluation to achieve results in public policy. To this end, the participants engaged in a series of presentations, discussion tables and workshops.
The event was articulated in five blocks over two days. On the first day, Juan Hernández-Agramonte, IPA Peru Deputy Country Director gave the inauguration speech, followed by the first panel, composed of three presentations around the subject of the “Use of monitoring and evaluation results in public policy”, and a round of questions. In this block, J-PAL Senior Policy Associate, Marta Garnelo, presented on the “Usefulness of impact evaluation for decision-making.” The second block treated the subject of “Good practices and lessons learned of monitoring and evaluation in public policy”. The third and final block of the day consisted of four parallel group workshops. J-PAL/IPA lead two of them: (1) Randomization design for experimental evaluation and (2) Theory of change, which both included a theoretical class followed by a practical session.
On the second day, the fourth block treated the subject of “Gender focus in the policy cycle.” Finally, the last block of the event consisted on a discussion panel with five directors of monitoring and evaluation departments from various ministries on the subject “Challenges of monitoring and evaluation in public policy for long-term results”, which reflected upon the advances and challenges the Peruvian state faces in regards to monitoring and evaluation.
The event was co-organized by J-PAL LAC, IPA Peru, the Ministry of Women and Vulnerable Populations and REDPERUME, with the aim of promoting policymaking informed by rigorous evidence in the Peruvian government. The IV annual meeting was the third occasion in which J-PAL LAC and IPA Peru co-organized the event.
