Hamza Zakraoui

Hamza serves as the Project Development and Strategic Lead for the Morocco Innovation and Evaluation Lab, based in Rabat. In this role, Hamza manages the design and execution of strategic initiatives and cultivates partnerships to advance the integration of evidence-based approaches in the development of social policies and programs.

Before joining J-PAL in 2025, Hamza served as Associate Director and Chief of Staff for West and North Africa region at IDinsight, managing a diverse portfolio of M&E projects across education, health, and rural development while driving the organization’s regional strategy. His prior experience spans public policy and financial markets through roles at the French Ministry of Economics and Finance, the European Commission, and HSBC Investment Bank.

Hamza holds a Bachelor’s degree in Econometrics from Sorbonne University, a Master of Research in Public Policy Analysis from École Normale Supérieure and Paris School of Economics, and a Financial Certificate from the French Financial Markets Authority.
